dodd will benefit from this also.

mortgage rates are much lower than they were in 2003. he was likely already in the process of refinancing anyway.

(i bought my home in september. i already have a re-fi in the works.)

Yep, Gino. Rates were pretty low in 2003, but they are lower now. But all he's really doing is locking in the benefit he originally derived from the "Friend of Angelo" deal he made.
