if the requirement by a set date is 'the law', then how can it be overlooked or delayed?

Job, schmob -- he's got an election to win in 2014 and executing the law would get in the way of that.
Gino, my question exactly on whether he's got the right to delay it. Of course, the courts didn't call him on his "waivers" for this,or for Most Children Left Behind, either.
Like it or not, we have government by personality, not law, these days. And Mr. D. is absolutely correct; Obama knows that Max Baucus is correct, and that the Health Insurance Deform Act is a train wreck. There should be Hell to pay next year for the Democrats.
